DAY ONE…TODAY AND TONIGHT SCATTERED THUNDERSTORMS EXPECTED TODAY WITH ISOLATED SEVERE THUNDERSTORMS POSSIBLE.

.SYNOPSIS…
A COLD FRONT WILL APPROACH WEST GEORGIA BY EARLY THIS AFTERNOON…PUSHING ACROSS NORTH AND CENTRAL GEORGIA BY LATE THIS EVENING.

.PRIMARY HAZARDS…
DAMAGING WINDS AND HAIL WILL BE THE MAIN THREATS ACROSS NORTH AND CENTRAL GEORGIA…HOWEVER AN ISOLATED TORNADO IS POSSIBLE…. MAINLY OVER PORTIONS OF EAST CENTRAL GEORGIA

.DISCUSSION…
SHOWERS AND ISOLATED THUNDERSTORMS WILL MOVE ACROSS PORTIONS OF NORTH GEORGIA THIS MORNING AHEAD OF THE APPROACHING COLD FRONT. INSTABILITY WILL INCREASE THIS AFTERNOON JUST AHEAD OF THE COLD FRONT…WITH LIFTED INDICES IN THE 0 TO -3 RANGE AND CAPES GREATER THAN 500. SCATTERED THUNDERSTORMS ARE EXPECTED TO DEVELOP JUST AHEAD OF THE COLD FRONT…WITH ISOLATED SEVERE STORMS POSSIBLE MAINLY BETWEEN 4 AND 8 PM.

.DAYS TWO THROUGH SEVEN…MONDAY THROUGH SATURDAY NO HAZARDOUS WEATHER IS EXPECTED AT THIS TIME.

ARLB008 FCC Seeks Comments for Blanket Waiver to Allow Amateur Radio
in Hospital Emergency Drills

In February 2010, the American Hospital Association (AHA) filed a request with the FCC for a blanket waiver of Section 97.113(a)(3) of the Commission’s Rules “to permit hospitals seeking accreditation to use Amateur Radio operators who are hospital employees to transmit communications on behalf of the hospital as part of emergency preparedness drills.” On March 3, the FCC issued a Public Notice –
WP Docket 10-54 — seeking comments if the Commission “should grant AHA’s request for a blanket waiver of Section 97.113(a)(3) to permit amateur operators who are hospital employees to participate in emergency drills that are conducted by hospitals for accreditation purposes and that are not government-sponsored.” Section 97.113(a)(3) specifically prohibits amateur stations from transmitting communications “in which the station licensee or control operator has a pecuniary interest, including communications on behalf of an employer.”

ARLX005 IARU Region 2 and Radio Club de Chile Request Amateurs to
Keep Emergency Frequencies Clear

A massive 8.8 magnitude earthquake hit Chile at 0634 UTC on February
27, 2010, triggering a potential tsunami. IARU Region 2 and the Red
Chilena Nor Austral de Servicio (RECNA) have suggested Amateur Radio
operators monitor the following emergency communications frequencies
for traffic pertaining to the earthquake and tsunami: 3.738, 3.750,
7.050, 7.100, 14.200, 14.350, 21.200, 21.350, 28.300 and 28.500 MHz.

IARU Region 2 Area Emergency Coordinator Jorge Sierra, LU1AS,
reports that there is now traffic at frequencies of 40 meters from
people seeking information from people in Chile: “We would
appreciate if amateurs would leave free the frequencies used by
RECNA, as well as the usual IARU Region 2 frequencies on in 20, 40,
and 80 meters.”

In addition to the above frequencies, you may also want to listen to
the worldwide emergency communication Center of Activity
frequencies: 14.300, 18.160 and 21.360 MHz. Other suggested
monitoring frequencies are 3.720, 7.045 and 7.060 MHz. Hawaiian
Amateur Radio operators on the lookout for a possible tsunami are
monitoring 7.088 and 3.888 MHz.

Comments: Met with the Charles E. Newton ARC concerning mutual EMCOMM operations.  Started a weekly two meter net on the K4HYB repeater in Griffin.  Net Control duties will be shared by Spaulding and Butts  Counties.  Terry Atha, KG4LTL (CENARC Officer), was NCS for February.  A  Technician License class and testing session is to be held on March 20,  2010 for the Butts County Mounted Patrol (CERT Team), Butts County 911  Dispatchers and other BC CERT members.  A 440 MHz repeater to be located  in Butts County is in the planning stage.
